Extend the cookie-consent component to inform users of the need to comply with the AUP

All applications used by students and staff at the University need to indicate that users must comply with the Acceptable Use Policy.

One means to achieve this across all DevOps applications is to add an attribute to the cookie-consent web component to allow include-aup to be specified which includes text indicating that by using this service users understand they must comply with the acceptable use policy.
