Set default maintenance window

We currently don't specify any maintenance for the clusters. We should at a minimum have a reasonable default of, e.g., 2AM to 4AM.

This can be specified via the maintenance_policy block for the cluster resource in terraform. We can copy the approach used for Cloud SQL instances.
