Support existing Autopilot clusters still using kube-dns

Change !49 (merged) assumed Autopilot clusters are using CLOUD_DNS. Only new and migrated Autopilot clusters will use CLOUD_DNS - some existing clusters will still be using kube-dns. Need flag to switch off cloud DNS
