SPIKE: Add support for cluster autoscaling profile options
It would be nice to have the ability to set the cluster autoscaling profile to use the OPTIMIZE_UTILIZATION option. This will require adding a conditional cluster_autoscaling block to the container cluster resource. Care should be taken with this as the options are different for Autopilot and Standard clusters. Testing will need to prove that the new options do not inadvertently break anything for projects already using this module.
