Resources in `monitoring.tf` should be created in the "meta" project

I've realised that the metrics and alert policies in monitoring.tf are being incorrectly created in the workspace projects. They should be created at the scoping project level (i.e. the meta project). This needs to be resolved as currently we are missing these alerts for raven-core prod, for example.
