Ideally, meta-arguments such as "count" should be first in a block and
separated from other arguments by a blank line.

In line with how we currently allow the SSL alert policy to be
completely disabled, this commit adds the same logic to the two uptime
alert policies.

Make alert policies optional but enabled by default
