False alarms

Our defaults seem to be triggering a lot of false alarms (where the app is not down or non-functional). We seem to be receiving emails with an alarm and a subsequent recovery email just a minute later.

This seems to be related to the fact that we have 6 uptime checks from different parts of the world and sometimes one of them fails. We should only trigger if at least 50% of the uptime checks fail. I mention % rather than a fix number (like 2 regions) as the number of uptime checks from different parts of the world is not something we control but Google does.
