Fix duplicate changelog following release-it being enabled
We've ended up with two changelogs since enabling release-it. We need to merge these into a single CHANGELOG file which will continue to be managed by release-it automation going forwards.
GitLab will be updated on 12-Feb-2026 between 12:00 and 14:00. There may be small periods of service instability.
