Enable Uniform Bucket-Level Access for Cloud Storage

At least one GCS bucket in this project has Uniform Bucket-Level Access disabled.

To do:

• Review the configuration and identify resources of type google_storage_bucket.

• Enable Uniform Bucket-Level Access by adding uniform_bucket_level_access = true to the bucket resource.
