Renovate support for .tf.json files

We are not receiving proposed terraform updates via Renovate on this repo. This is because we use Terraform's JSON syntax for the versions.tf.json file in this repo which is not currently supported by Renovate. Using the JSON syntax allows us to programatically set provider constraints during integration tests to test the module against multiple major versions of the google providers.

We should monitor the upstream issue every few months while we wait for a fix - https://github.com/renovatebot/renovate/issues/11997

Discussion in refinement:

• We should convert version.tf.json to just version.tf. This will allow Renovate to see update the version.
• In the pipeline, the versions.tf should then switched back to version.tf.json to allow the pipeline to read this.
