Public general purpose container registry needed for ucam-faas artifacts
Description
With the SMP and the push for common tooling, for #1, rather than bundling Python Cloud Functions with Terraform, the function should use the standard ucam-faas framework and the resulting image will be used in the public Terraform module.
Since our Terraform modules are public, the container image we reference must also be public. We can do this via a new project in GCP, but a more general area is required. This can be GCP artifact registry or maybe DockerHub.
