logan-terraform should be install helm3 instead of helm2

Could have multiple tags for different versions but as we aren't using helm 2 cli, should just switch current tags to install helm 3.

Will be useful as an image for CI/CD in a deployment repo that does both terraform and helm 3 actions (e.g. moodle cloud deployment).
