Create a shib3 SP container

There are packages for the shib3 SP3 available here http://pkg.switch.ch/switchaai/ These should allow an SP3 container to be built.

This should augment the existing ucam-shib-proxy container. Ideally there should be a "2" and "3" tag allowing deploying a shib 2/3 SP with the same config.
