Create custom gemnasium-python docker image

Gitlab's AutoDevOps dependency scanning is disabled in some repos because some of them require gcc installed, which is not installed in the gemnasium-python default Docker image used by the tool. Extend and customise gemnasium-python docker image to include gcc.
