Duplicated role

We have two duplicated roles "ssh" (!24 (merged)) and "devops-ssh-users" (!23 (merged)).

We should use the best one, and only one.

Also configure_bes does this for initial server creation (relying on bes_path_to_pub_keys: /usr/share/ansible/roles/ssh/files/)

This is local to the deploy container not the final host so shouldn't be an issue. They are used to template the preseed file

But it needs to know where to get the pub keys from. SSGW does this using bes_path_to_pub_keys: /usr/share/ansible/old-roles/ssh/files/. I believe we are trying to move away from this to the role fetcher tool.

Either way, we should have one place for the .pub files.
