Add identity mapping API to the identitylib

The identity mapping API should be added to the identitylib, so it can be accessed easily from other APIs and services.

This is expected to be required for https://gitlab.developers.cam.ac.uk/uis/devops/api/gateway-ops/-/issues/140, as it would be the best way to obtain the mapping between institutions required for that bug fix.
