Switch to poetry, and build and deploy ucam-faas image

Description

As with Institution Mapping Tool this tool should be updated to be a ucam-faas function that can be deployed by the card-database infrastructure.

Apply boilerplate to update repo (poetry, common CI/CD, etc)
Add ucam-faas function
Build ucam-faas image
Change card-database infra to deploy ucam-faas instead of using scheduled script
