Switch to poetry, and build and deploy ucam-faas image

Description

As with Institution Mapping Tool this tool should be updated to be a ucam-faas function that can be deployed by the lookup infrastructure.

Task list

• Apply boilerplate to update repo (poetry, common CI/CD, etc)
• Add ucam-faas function
• Build ucam-faas image
• Change lookup infra to deploy ucam-faas mirroring behaviour of the CI job
• Remove existing CI schedules that run the tool

Acceptance criteria

• Built version of the ucam-faas tool pushed to GAR.
• Ucam-faas deployment for this in lookup infrastructure.
• Old CI schedules removed.
