Switch IAR webapp to using GCP Artifact Registry

Currently the CI/CD flow for IAR is using GCP Container Registry to store webapp images for deployment to Cloud Run. As GCP Container Registry is scheduled to begin being shutdown in March 2025, we should switch to using GCP Artifact Registry and update our CI/CD flow accordingly.

This issue tracks the changes to the webapp required to implement the switchover.
