Improve readme

I understand this project links to uisautomation/iar-backend. It is worth noting this in the readme.

I understand the hope is that others will find this software useful. At present I don't think the readme adequately describes what the software is of is for, which will make it more difficult to discover. I would suggest adding a section on what the software is including keywords that might be used to search for it (GDPR, General Data Protection Regulations, European Union, EU, Information Commissioners Office, Personal Data, maybe Encryption).
