blank card encoding (no printing)

Provide a method to encode the MIFARE_NUMBER and sector keys to blank card stock to the colleges can print their own Access Only artwork on the card. This utility can also be used to encode the University Sports cards (separate thread currently being discussed).

• In the case of the University Sports Centre, the cards are pre-printed externally and given to the card office to encode the MIFARE_NUMBER (required for car park access).
• In the case of Gonville, the card office will encode the MIFARE_NUMBER onto blank cards and supply the encoded cards to Gonville who will print artwork on the card.
