make printer client abort if cardholder photo is unavailable

The functionality will be implemented via uis/devops/iam/identity-lib#7 (closed) The action here is to implement the upgraded identitylib uis/devops/iam/identity-lib#7 (closed) and roll-out the changes in the card office.

Acceptance criteria:

printer client triggers update as part of add
printer client then fetches the card front image
printer client throws an error and aborts print if Card API (via Photo API) fails to return a cardholder photo
