Fetch card details after start to ensure the card request details is fetched after a card refresh is triggered by start.

Relates to:

Refresh introduced in https://gitlab.developers.cam.ac.uk/uis/devops/iam/card-database/card-api/-/merge_requests/106 for card requests created in the new system) but only applies to card requests created via the new system.
