Service Wrapper

Produce & agree service wrapper document as a pre-req for moving new card system to BAU and handing over 1st & 2nd line support arrangements to the Service Desk (see https://confluence.uis.cam.ac.uk/display/SM/Service+Wrapper+Considerations).
