Add ability to filter from CSV

Description

To support estates car-parking application they need to request a list of barcodes/mifare numbers from a CSV input including CRSIds.

Task list

• Update input config file so that a input filter file can be specified
  • This is a CSV
  • Can set column to use as CRSId column in config
• Output as normal using this file's input as part of the filter

Acceptance criteria

• Card client can output card data based on input CRSIds from CSV file
