Allow card-detail to be fetched by identifier and identifier schemes

Add the ability to fetch card details based on identifiers with schemes provided.

As suggested under https://gitlab.developers.cam.ac.uk/uis/devops/iam/card-database/feedback/-/issues/8, it seems that this would be very useful for other COs and IT managers, and remove the bottleneck of the card office.
