Refresh from boilerplate and update requirements
Project lacking a year of updates:
- bring in changes made to boilerplate
- update to python 3.9
- update to django 3.2
- ensure development compose works
- currently has
psycopg2"db connection not UTC" failure - do we need mailhog when no email sent (
AdminEmailHandleris only insettings/docker.py)
