Re-include shared devops renovate bot config

From c41f624b the shared DevOps renovate-bot config was removed. This was most likely due to the technology being new to our team and a misconfiguration error.
Further details
If any further issues occur when this configuration is used again, an issue should be raised upstream to ensure it gets fixed.
