Generate test accounts for user testing

Description

This issue is for the generation of test accounts that will be used for user testing.

• Engage with @jm2373 to ask for any specific requirements for the accounts
• Add (or check if one already exists) management command to delete existing data
  • Ensure command requires specific user input to confirm deletion
• Generate the test accounts in the staging environment

Acceptance criteria

• Test accounts already created are removed from staging
• User accounts for testing are created
