Fix "priority::pending" not applying on issues outside of Digital Admissions

Issues created outside of DA do not get priority::pending.

✅ What did you expect to see?

Issues by default should be created with the priority::pending label.

💻 Where does this happen?

Any issue using these templates created outside of the Digital Admissions group.

📚 Any additional information?

The priority::pending label currently only exists in the DA subgroup.

We need to created it at a devops level, and make sure we do it in such a way that we don't lose all priority::pending issues in DA / migrate them over.
