Create configuration files for reviewers/developers

Create configuration files for DevOps to be able to test tool usage.

Possibly separate files for test and live Booker and TermTime instances:

• booker-staging.yaml
• booker-live.yaml
• termtime-cambtest.yaml
• termtime-camb2021t.yaml

Will contain secrets so will need to be stored out of repo (1password?)
