Add an .editorconfig file

Add an .editorconfig file which specifies the appropriate indentation for configuration and the maximum line length for Python at a minimum. This can probably be cribbed from, e.g., https://gitlab.developers.cam.ac.uk/uis/devops/gsuite/synctool/-/blob/master/.editorconfig.
