Update GitLab workflow to include MR reviewers

Rather than bouncing the "assignee" of MRs between the person doing the work and the reviewer, update the flow to keep the "assignee" the person who needs to change the MR and use "reviewer" as the person reviewing.

I believe assigning someone as reviewer notifies them so also note that this can be used to request review as well.
