Improve documentation for departmental Gitlab Runners
Description
As more departments are adopting the SMP and Secure Development, Runners are becoming more important to run security pipelines.
Although we do provide some documentation about how to create a runner, We have been asked to provide more.
Further details
Documentation should be referenced from the guidebook, but should probably live in the FAQ(TBD)
Task list
DevOps can only provide basic support for externally configured Runners so documentation should be heavily caveated.
Eventually shared runners will be build, so this is only a temporary measure.
