Publish guidebook page for misassigned HALO requests (Wilson Team)

As a Wilson developer, 
I would like a publicly accessible Guidebook page 
that lists classes of requests that should not be assigned to the Wilson team, 
so that I can quickly return misassigned HALO tickets 
to triage with an authoritative reference 
and focus on delivering sprint work instead of reallocating tickets.

Background

Misassigned HALO requests currently arrive in waves and block planned work. A stable, public Guidebook URL with clear examples of common misassignments will let the Wilson team respond with a consistent reference, reduce back-and-forth, and help Support Triage assign correctly the first time.

Acceptance Criteria

  • The correct section of https://guidebook.devops.uis.cam.ac.uk/ is agreed for this new page. Consult @rjw57 for placement if uncertain.
  • A page exists with a concise statement of Wilson team scope and a table of common misassigned request classes (minimum 2), each with: description, examples/keywords, correct team/queue, and rationale.
  • Includes the following classes at minimum:
    • Microsoft sign-in/MFA issues (e.g., https://mysignins.microsoft.com/): route to Collaboration Services (Collab team).
    • Lookup group membership management (add/remove members, ownership): route to User Administration.
  • The page is deployed to https://guidebook.devops.uis.cam.ac.uk/ at a stable URL (e.g., /support/triage/wilson-misassignments/ or agreed equivalent), loads without authentication, and the link is tested.
