Document scope for JS/TS packages

As raised in a Tech Lead Forum Teams Thread, document that TypeScript/JavaScript packages hosted within the uis/devops group should use the scope @ucam.uis.devops and, if they publish to npmjs.org, they must also publish to the GitLab package registry.

Document the required runes for .npmrc to allow downloading packaged published to GitLab.
