Add page on creation of Google Workspace Admin accounts

Description

Add a page on how a Google Workspace Admin account should be created. Not to be confused with gcloudadmin accounts for GCP. Though links to the existing pages for those, specifically the "Do's and Don'ts" would be appropraite.

Points to cover:

• Enforced MFA
• Expected use - not normally and GDPR?
