Updates as part of GCP Product Factory work

There are multiple pages which need to be updated to reflect the new gcp-product-factory process. The pages in question are:

Also, add a "Quick Start" page to the "Deployment" section (probably directly after the initial "Deployments" page) to give teams a simple set of steps to follow to get a new product up and running. This supersedes #145 (closed) now that we've moved to the new product factory design.
