Update Django to next LTS release (4.2)

Mainstream support for Django 3.X LTS ends in April 2024. Please update to next LTS (4.2).

Issue for refinement, but looking at this library it's possible that this should be deprecated completely, and users discouraged from using it in favour of the base ibisclient library or ucam-identitylib. Either way, for now we should release a new major version with the Django dependency updated considering the looming deadline.
