Default gunicorn timeout is too small

We configure the Cloud Run and Cloud Scheduler timeouts carefully when deploying this application. As such, the default gunicorn timeout of 30 seconds is too short. Increase this value to one >= the current Cloud Run timeout so that we don't have timeouts fighting one another.

Labeling as urgent since this is breaking jobs as the moment.
