Enable sign in with GitHub support

This is a tracking issue to gauge interest in enabling sign-in with GitHub. Enabling this feature will allow users to import GitHub repositories without configuring a personal access token and, clearly, to sign in with GitHub.

Does it verify you are a Cambridge University member? I.e. not just letting any github user account login. For our mid-tier privacy of internal projects, it's probably good to limit it to those who are Cambridge and the handful of approved partners, right?

GitLab distinguishes between "sign in" and "sign up". As such, enabling "sign in" with GitHub will only allow existing users who have associated their GitHub account to sign in.

We also have the option to allow social sign in (Google, Twitter, GitHub, etc) to allow the creation of "external" users. These users can see no internal projects, have no personal project space and are only given access to projects if the project owners grant them access. We're investigating this as a mechanism for supporting external users but it meas that external users would be free to choose their own username which could conflict with a crsid.
