Create top-level group for Physics

Could you create a top-level group for the “Department of Physics”, please?

The short name should be “phy” to match our domain name and to fit with other Departments on gitlab.developers.

The initial admins should be:

• me ara32@cam.ac.uk,
• Mike Moriarty mm2228@cam.ac.uk, and
• Richard Ordish rgo22@cam.ac.uk.
