fix(trigger-renovatebot): pin httpie image 

The 3.2.4 image of httpie includes a bug which is causing renovatebot
triggering to fail. The reasons for the bug are covered in #129 but the
problem was made worse by us not pinning the httpie image we're using to
a particular version meaning a job which worked yesterday may fail today
due to a new release.

Pin the image version to 3.2.3 which both fixes the job failure and
ensures we can choose our own upgrade timescale.
