fix(terraform): restrict plan artefact access 

With the addition of the artifacts.access option in GitLab, we now restrict download access
to Terraform plan files (via both the GitLab UI and API) to users with at least the Developer
role. This adds an extra layer of protection against potential leaks of sensitive information.
