Add deployment jobs to the CI templates
Most projects with GitLab CI deployment seem to have very similar jobs:
These jobs should be moved to this repo so other projects can use them with include.
This issue only tracks the creation of the deployment jobs template, not the updating of other projects to use the template.
A merge request for uis/devops/uga/deploy#47 can be used to test the template.
Update: The deployment job template and Terraform lint template added as a consequence of this issue are tagged with v1.1.1 in the repository.
