terraform-pipeline.yml: Ensure the GitLab environments feature is supported in our Terraform jobs

Many DevOps team members like the environments feature and the feature also provides a useful way to track deployment statuses via the Environments API. Therefore, this issue is to implement the ability to use this feature with the Terraform pipeline jobs. This should be a straight forward addition and should reference the GitLab official Terraform template for guidance on how to implement.
