Update CI flow for GitLab 13

GitLab 13 incorporates changes to the Auto-DevOps template scripts that require changes to the UIS DevOps CI templates (particularly due to the switch to using rules instead of only/except). Our GitLab deployment has been moved to version 13 (uis/devops/devhub/gitlab-deploy#258) so these changes are now required.
