Move flake8 test job support to the CI templates

Add a dedicated job for running flake8 tests.

Should be moved from the SMI (see uis/devops/uga/administration#53 and merge request uis/devops/uga/smi!197) to the CI templates in this repository, to keep the flow consistent across projects.
