Support general artefacts

Description

The pipeline needs to be able to collect general artefacts/files output by test tooling (e.g. Cypress screenshots).

Acceptance criteria

• multiple artefact files can be extracted from tests and collected by gitlab
• Environment variables in pipeline template can enforce failure if artefacts missing.
• added to documentation in guidebook
• add to activate account UI cypress test, with the artefact being the failed test state or final UI view
