Remove merge request pipelines from the CI flow

Tests with the SMI CI pipeline (uis/devops/uga/smi!276) have shown that the lint_python_flake8 and documentation jobs create merge request pipelines. These jobs need to be altered to prevent this behaviour as we are moving to a flow that doesn't create merge request pipelines.
