Test our common pipeline jobs against the `devops-general` GKE runner

Summary

As part of our ongoing initiative to migrate more CI workloads into GKE, we have introduced a new devops-general runner. This runner is unprivileged and designed for tasks such as linting, unit testing, and other basic CI jobs.

Objective

This issue tracks the testing of all jobs in the common pipeline against the devops-general runner. The goal is to validate each job and report its compatibility status. Ideally, by the end of this effort, all jobs in the common pipeline should be capable of running successfully on the devops-general GKE runner.
